Multi-Ministerial Data Academy Syllabus
An institutionalized, accredited training framework co-developed with Universidade Nacional Timor Lorosa'e (UNTL) and Instituto Nacional de Saúde (INSA) for public health workforce transformation in Timor-Leste.
1. Pedagogical Architecture & Institutional Anchors
Building Permanent Civil Service Expertise
The Multi-Ministerial Data Academy operationalizes Human Resources for Health (Area 5) of the Ministério da Saúde (MdS) National Health Sector Strategic Plan (NHSSP) 2011–2030. Designed to eliminate dependence on ad-hoc short courses, the Data Academy establishes accredited, recurring training pathways embedded directly within local tertiary and professional training institutions.
Co-executed by Universidade Nacional Timor Lorosa'e (UNTL) and Instituto Nacional de Saúde (INSA) in collaboration with Masese Consulting Group, LLC, the curriculum blends theoretical public health informatics with hands-on technical competencies. Training is tailored across three distinct professional tracks to serve the complete spectrum of Timor-Leste's health civil service.
